Major Legislative Priorities to Monitor
- House Bill 1012–Medicaid Transparency, Accountability & Stewardship
This legislation responds to longstanding gaps in Medicaid communication and service visibility. The bill centers on three pillars:
- Transparency: Ensuring families receive service and billing information similar to other insurance programs
- Accountability: Improving clarity on provider billing and service hours
- Stewardship: Supporting sustainable use of Medicaid funds for long‑term system stability.
Families, providers, and state agencies would benefit from clearer access to data and more consistent reporting practices particularly following recent challenges tied to service utilization and billing confusion.
- ABA Working Group Recommendations & Expected Legislation
Following extensive summer and fall working group sessions, new legislation related to Applied Behavior Analysis (ABA) services is expected. Key components include:
- A 4,000‑hour lifetime ABA allotment, designed to support individualized use across early childhood, adolescence, and major life transitions
- Movement away from previously proposed retroactive service caps
- Ongoing state-level efforts to ensure sustainable funding while preserving access for families
